Hard to say in the future. Recently, prices seem to be on sale for the most part, but if you can wait for major holidays or long weekend holiday sales, that's usually when I see it lowest. Also, don't forget to use Rakuten first before you buy. You can sometimes get like 5 to 10% cashback sometimes.
Yes it's a decent time to pick out a laptop depending on what you are looking for. There are some pretty good deals right now on the previous 2 generations and some deals for the new stuff. Some 1650 laptops and 3050/3050ti laptops such as Lenovo's Ideapad gaming or LOQ for example can be found between around $700 - $900 new, for these types of deals Black Friday might shave off an additional $100 like they had last year. 3060 and 3070 can be found between around $1000 - $1500. Last year Black Friday brought 3060 laptops down into the $800 - $900 range and 3070 just over $1000 so keep that in mind. For the latest stuff there are some discounts of 15 - 30% here on Lenovo's site if you can fit them in your budget but it may be wiser to wait till the holidays for RTX 4000.
