CPU Temps too high

i7-13700HX / Idle at 70-75°C and maxes out to 97°C (as max allowed in settings) whilst gaming.

Haven't checked temps in a long while, but as I was trying to optimise a game, I've noticed that CPU is running way too hot, even when idling. Not sure for how long has it been going like that, but got worried it might damage the CPU.
The laptop is on a metal pad with holes, suspended in the air. So has the best circulation possible.
Bottom case is taken off and fans are cleaned pretty much every two or so weeks regularly.
Had it for 1 year and 9 months and it's been used for heavy gaming almost daily and model rendering for work.

So was wondering if the high temps could be caused by dried out thermal paste? And repasting should bring it back down? Or is there a more serious problem like already permanent damage done as I'm very doubtful that just repasting would bring temps back to <50°C

If I'm not wrong the thermal pads/paste that's used by legion manufacturers is Honeywell PTM7950, I was under impression that it would last longer.
