Is 12GB on a GPU enough to play the latest games?

I currently don't own a PC but I have been watching a lot of PC videos because I want to build my own PC in the near future, but I'm a little confused about how much video memory should I aim for when buying a GPU or how much better is 16GB compared to 12GB.
